What is Fiscal deficit?

The gap between what the government spends and what it earns, excluding borrowings, usually shown as a percentage of GDP.

The government fills the fiscal deficit mainly by borrowing, largely through government bonds. A lower deficit means less borrowing, which can keep interest rates down. The Union Budget each year sets a target for the deficit, and ratings agencies watch whether it is met.
